Chief Steward: UIC members in a
'fight for respect' with management

     Ahead of our planned Day of Action at UIC on March 4th, SEIU Local 73 Chief Steward Joe Iosbaker sent the following message to our UIC brothers and sisters:

Last week, UIC Human Resources began to send out the first of three waves of lay off, elimination and “bumping” letters.  By now, you might know someone who has been given one.  If you don’t know someone now, you might soon.
     At the clerical negotiations on February 9th, we asked the HR negotiator for a list of people being affected by layoffs.  He denied that he knew of such a list.  The layoff letters started to go out two days later.  To date, we have yet to receive the “bumping trees” of all those affected.
     Clearly, we have a fight for respect by management.
     Contract negotiations for the Clerical and Administrative unit have been a real struggle.  We have met 16 times and still we are no closer to getting a new contract.  We finally have begun negotiations for the Service and Maintenance and the Technical units - can they possibly go better than those for the clerical workers?  Maybe it's too soon to tell.
     As a union, we have to come together and show management our strength.
     
We are not alone:  the members of the Graduate Employees Organization voted overwhelmingly last week to authorize their leadership to file an “Intent to Strike” notice.  This moves them closer to going on strike if they can’t get a fair contract with job security.
     The faculty have been organizing to oppose the furlough days that have been pushed on them.  And now students are starting to protest the threat of 10 to 20% tuition increases.

     
We urge all union members to come out to a Day of Action for Affordable Higher Education on Thursday, March 4th.  There are three events on the east campus:  a forum at noon (including our SEIU Local 73 President, Christine Boardman), a march at 2:00 pm, and at 5:00 pm a Soup Kitchen at University Hall. 
     As one of the workers who just received a “bump” letter and is faced with losing 10% of my income, I would like to invite all similarly affected members – whether threatened with position elimination, lay off, loss of income, or a “bump” - to join me at the Soup Kitchen at University Hall.

    
We hope the administration will meet us, so we can express to them what “shared sacrifice” will mean for our lives.

     Over 200 workers, faculty and students at the University of Illinois Chicago (UIC) marched here, Jan. 21, to demand full funding for higher education and an end to threatened furloughs and layoffs.
    The rally was held outside the meeting of the University of Illinois Board of Trustees. It was called by a coalition of unions, including SEIU and the Graduate Employees Organization (GEO), as well UIC Concerned Faculty, an ad hoc group, and student activists.

Update on Clerical and Administrative Negotiations

Negotiations began July 21st for our contract, which expired August 27th.
     We have met with management six times in the past month.
     Our committee was selected by a membership vote in July. The contract is being negotiated by Local 73 Vice President Phil Martini, assisted by Field Representative Willie English.
     We also did a survey of members to decide our priorities in negotiations.  While wages are still important, the key issue in most people's minds is job security.
     At the commencement of negotiations, we agreed to continue to abide by the terms of the contract while negotiations proceed. Among other things, this means that Step Increases will continue to be awarded on anniversary dates.
     Beyond this, however, we have to tell you that bargaining has been confrontational since the beginning.     

Erosion of Unionized Civil Service: Main Threat to Job Security

     A recent report by the State University Civil Service System found that UIC has abused their power to convert Civil Service jobs to Academic Professional status.
   --- In 2001 there were 1855 Academic Professionals at UIC.
   --- In 2008 there were 3200 Academic Professionals here  -- a difference of 1344.
   --- In that same time frame, approximately 600 civil service jobs were lost.
     This is a major threat to the job security of Local 73's members at UIC.
     In our last contract fight, we pressed very hard to get language to stop the erosion of our jobs.
     While we ended up with a contract victory, we didn't win the language we were after to prevent management from replacing us with Academic Professionals.
     So again this time it has to be one of our priority proposals.

Parking: Bad News and Good News

(August 31, 2009)
     As you are no doubt aware, UIC is going up on parking again.  As a result of the Labor Board decision won by Local 73 in 2007, they have to negotiate with us on the amount of our increase.
     But in our bargaining sessions this last month, management has tried to force the parking increase down our throats.  Again the University has increased parking without negotiating with SEIU. 
     The good news:  we finally are able to announce the parking disbursement for Local 73 members from the Unfair Labor Practice suit we won in 2008.
     VP Martini reports that 400 to 500 checks will be mailed this week with the remainder being completed by 9-15-09.
     Remember that only those who had a parking contract for the 06-07 or 07-08 years are eligible to receive part of this.
      The amount you receive is a percentage based on what you paid for parking and what we received in the settlement awarded by the Labor Board.
      Over 1300 union members will receive a check.  Most are in the $85 range, some as low as $57.
